EN301549 requirements that go beyond WCAG

Public sector bodies in scope of the Web Accessibility Directive must meet the minimum accessibility requirements of EN301549 Annex A. 60+ of these requirements go beyond WCAG, and are deemed difficult to interpret, as there is no “how to meet”, or “understanding” documentation.
This is why IAAP EU and IAAP Nordic, together with monitoring agencies, representatives of organisations of persons with disabilities and individual experts, have initiated a series of workshops where we work together and discuss how to adopt, interpret, test and align these requirements across sectors and member states.

What is the problem we are trying to solve?
Lack of prescriptive testing procedures leave room for flexibility and innovation but also requires public sector bodies and monitoring agencies to have both knowledge and experience of testing requirements that may be “new” to them. Automatic testing tools are far from covering these requirements and accessibility experts are still discussing the details. When member states decide on their own interpretation, the market becomes fragmented, which is bad for all stakeholders.
Developers, designers and content producers – as well as monitoring/surveillance authorities – need a common understanding of the requirements and how to test them. With the European Accessibility Act, the list of requirements will be even longer, so there is no time to lose.
